X does not actually store GIFs
What looks like a GIF on X is an MP4 video that autoplays, loops and has no audio track. The platform converts uploaded GIFs on arrival because video is far smaller. So the honest result of downloading one is an MP4, and any service handing you a .gif has re-encoded it, usually with visible quality loss and a much larger file.
When MP4 is what you want anyway
For reposting, editing or saving to a phone, MP4 is the better file: smaller, higher quality, and supported everywhere. Messaging apps and most social platforms accept it directly and will loop it themselves.
If you genuinely need a .gif file
Convert the downloaded MP4 locally with a tool you trust. Doing it yourself lets you choose the frame rate, palette and size, rather than accepting whatever a remote converter picked. Expect the GIF to be several times larger than the MP4 it came from.
Know the limits
Downloads are limited to 1 GB, videos to one hour, and galleries to 50 items. Files are available for one hour after completion. Availability is checked for each link; private, login-restricted and DRM-protected media are not supported.
