Resolution is a property of the file the creator uploaded, not of the downloader. Submitting a link shows you the resolutions that genuinely exist for that video, so you are choosing from real options rather than from a dropdown of numbers that may not apply. A video published at 720p has no 1080p version to find, and no tool can produce one.
1080p, 1440p and 2160p are available when the source has them
Where an upload publishes higher resolutions, they appear in the format list and you can take them. Best available selects the highest the extractor returns. Bear in mind what higher resolution costs: a 4K download is several times the size of a 1080p one and takes correspondingly longer to process, and this release caps output at 1 GB and video length at one hour.
Upscaling is not a feature, it is a loss
Services that advertise turning any video into 4K are enlarging the picture and inventing the missing pixels. The file grows, the detail does not, and the result is usually softer than the original. High resolution often means MKV
The resolutions above 1080p are frequently published using the AV1 codec, which MP4 cannot carry, so a 1440p or 2160p download often arrives as MKV. That is the container adapting to the quality you asked for. If you need MP4 specifically, a 1080p cap is much more likely to give you one.
